When you break dance, you pretty much listen to the music, and you time the measure and how fast the song is. So it's like counting from 1 to 4 when you're playing in a marching band since 4 counts is one measure. So on 2 and 4 in every measure you try to hit that beat when you dance.
I consider a song a breakbeat whenever I hear it in a bboy jam. Even though there's a different definition to a breakbeat.
